投標(biāo)人應(yīng)具備的資格或業(yè)績:（*）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機(jī)構(gòu)處領(lǐng)購招標(biāo)文件并參加投標(biāo)競爭的法人或其他組織。任何未在招標(biāo)機(jī)構(gòu)處領(lǐng)購招標(biāo)文件的法人均不得參加投標(biāo)。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（*）凡是來自中華人民**國或是與中華人民**國有正常貿(mào)易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標(biāo)。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（*）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（*）接受委托參與項(xiàng)目前期咨詢和招標(biāo)文件編制的法人不得參加受托項(xiàng)目的投標(biāo)，也不得為該項(xiàng)目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（*）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項(xiàng)目包投標(biāo)。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
（*）只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才能參加投標(biāo)。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（*）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件載明的投標(biāo)截止時(shí)間前在中國國際招標(biāo)網(wǎng)（網(wǎng)址：http://）成功注冊。否則，投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。
Bidders should successfully complete the registration on http:// (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（*） 投標(biāo)人須是生產(chǎn)本產(chǎn)品的生產(chǎn)型企業(yè)（“制造商資格聲明”見招標(biāo)文件第一冊第四章格式IV-*-*）。
The bidder shall be a manufacturing enterprise that produces the goods，Bidding by agents is not accepted. Manufacturer’s Qualification Statement shall be provided (the format is as per Section * Form IV-*-*,ITB Volume One).
（*）中國境內(nèi)投標(biāo)人須提供營業(yè)執(zhí)照副本復(fù)印件；中國境外投標(biāo)人的公司須提供注冊證明文件復(fù)印件。
Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad.
（**）投標(biāo)人具有良好的銀行資信，企業(yè)財(cái)務(wù)狀況良好，具備履約能力，無不良經(jīng)營行為。投標(biāo)人須提供投標(biāo)人開立基本賬戶的銀行所開具的有效期內(nèi)的銀行資信證明或經(jīng)會(huì)計(jì)師事務(wù)所審計(jì)的****年財(cái)務(wù)審計(jì)報(bào)告復(fù)印件。投標(biāo)人為中華人民**國以內(nèi)企業(yè)的（不含港澳臺地區(qū)，下同），復(fù)印件需加蓋公章的；國外的（含港澳臺地區(qū)，下同）只需被授權(quán)人簽字。
The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the copy of Credit Certificates issued by the bank where his basic account is open, or the copy of Annual Audit Report of **** with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（**）投標(biāo)人所投產(chǎn)品****年至今在單套年產(chǎn)**萬噸及以上全國范圍內(nèi)ABS樹脂生產(chǎn)行業(yè)投入使用的過氧化氫異丙苯CHP助劑有*個(gè)業(yè)績。（對業(yè)績清單的要求及格式見本招標(biāo)文件第六章附件*）。
Bidder must have at least one valid and effective experience on CHP additive supplied to ***KT/A or more capacity on ABS resin production industry in China since ****. (the Format of Relevant Experiences List is as per the Attachment * of Section Six).
有效業(yè)績的認(rèn)定要求同時(shí)有：
Conditions for confirmation of effective performance:
a)合同復(fù)印件（同一生產(chǎn)型企業(yè)同一年度內(nèi)，采購合同復(fù)印件累計(jì)總量≥***噸。投標(biāo)人在生產(chǎn)廠家裝置上的短暫（*個(gè)月以內(nèi)的）試用和用戶出具的反饋報(bào)告為不適用的，不視為本助劑的業(yè)績。）
The copy of the contract（The cumulative total procurement of the same enterprise is ≥ *** tons within the same year. The bidder's short-term (within * months) trial on the manufacturer's device, or the feedback report issued by the user are not applicable shall not be regarded as the performance of the additive）;
b)投標(biāo)人在同一生產(chǎn)廠家生產(chǎn)裝置上的多次使用合格記錄，僅視為一個(gè)有效業(yè)績進(jìn)行統(tǒng)計(jì)；
The bidder's multiple feedback reports on the production devices of the same manufacturer are only regarded as an effective performance;
c)與合同對應(yīng)的發(fā)票復(fù)印件（涉及價(jià)格部分可覆蓋）；
Copy of invoice corresponding to the contract(Price part can be covered);
d)須提供加蓋投標(biāo)人公章的，由生產(chǎn)型企業(yè)出具的加蓋其公章的合格用戶證明 或合格反饋報(bào)告復(fù)印件。（合格用戶證明或合格反饋報(bào)告內(nèi)容需包括使用單位、產(chǎn)品型號、購置時(shí)間、使用效果評價(jià)等相關(guān)內(nèi)容。）
A copy of the user certificate or feedback report issued by the manufacturer. (the user certificate or feedback report shall include the user, product model, purchase time, performance evaluation and other relevant contents.)
投標(biāo)人提供的業(yè)績中涉及的產(chǎn)品須與本次招標(biāo)同型號的過氧化氫異丙苯CHP助劑一致。
The products involved in the performance provided by the bidder must be consistent with the product model of this bidding.
（**）投標(biāo)人須提供加蓋投標(biāo)人公章的對近期生產(chǎn)的同型號的過氧化氫異丙苯CHP的分析質(zhì)檢單及化學(xué)品安全技術(shù)說明說復(fù)印件，分析質(zhì)檢單出具時(shí)間應(yīng)為****年至今（含****年）；投標(biāo)人還需提供加蓋投標(biāo)人公章的與本次招標(biāo)同型號的氧化氫異丙苯CHP助劑的知名第三方質(zhì)檢機(jī)構(gòu)（英斯貝克或SGS）或省級以上檢測機(jī)構(gòu)出具的檢驗(yàn)報(bào)告復(fù)印件[要求時(shí)間為****年至今（含****年）出具的檢驗(yàn)報(bào)告]
The bidder must provide copies of the analysis and quality inspection sheet and chemical safety technical description of the recently produced CHP of the same model as the bidding product. The analysis and quality inspection sheet shall be issued from **** to now (including ****). The bidder shall also provide copies of the inspection report issued by the well-known third-party quality inspection institution (Insbeck or SGS) or the inspection institution above the provincial level with the same model of cumene hydroxide CHP additive as this bidding [the required time is the inspection report issued from **** to now (including ****)]
（**）中國境內(nèi)投標(biāo)人須提供下列文件的蓋章復(fù)印件：
a)危化品生產(chǎn)經(jīng)營許可證

b)連續(xù)生產(chǎn)經(jīng)營書面承諾書

c)環(huán)�；蛳嚓P(guān)主管部門出具的“項(xiàng)目竣工環(huán)境保護(hù)驗(yàn)收的批復(fù)”或在中華人民**國生態(tài)環(huán)境部官網(wǎng)能夠查詢到的相關(guān)批復(fù)證明截圖
Reply to environmental protection acceptance of project completion" issued by environmental protection or relevant competent departments or Screenshots of relevant reply on the official website of the Ministry of ecological environment of the people's Republic of China

f)第*類危險(xiǎn)貨物運(yùn)輸資質(zhì)的《道路運(yùn)輸經(jīng)營許可證》（如投標(biāo)人雇傭第三方物流公司承運(yùn)，須提供加蓋承運(yùn)單位及投標(biāo)人公章的雙方承運(yùn)合同并提供承運(yùn)單位具有第*類危險(xiǎn)貨物運(yùn)輸資質(zhì)的《道路運(yùn)輸經(jīng)營許可證》及《道路危險(xiǎn)貨物運(yùn)輸許可證》）

h)過氧化氫異丙苯CHP助劑執(zhí)行標(biāo)準(zhǔn)（企標(biāo)、行標(biāo)或國標(biāo)），還須提供加蓋投標(biāo)人公章的現(xiàn)執(zhí)行標(biāo)準(zhǔn)在“企業(yè)標(biāo)準(zhǔn)信息公共服務(wù)平臺”上的備案信息截圖。
The executive standard of CHP additive (enterprise standard, industrial standard or national standard), must also provide the screenshot of the filing information of the current executive standard stamped with the bidder's official seal on the "enterprise standard information public service platform"
（**）法定代表人授權(quán)書（格式見招標(biāo)文件第一冊第四章，格式IV-*），公司法定代表人身份證明書及被授權(quán)人的身份證明（身份證）；如負(fù)責(zé)本次投標(biāo)的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。
