1.項(xiàng)目背景
Background Review of the Client
近十余年來,在“立足香港、面向內(nèi)地”戰(zhàn)略方針的指引下,華潤集團(tuán)全力參與內(nèi)地經(jīng)濟(jì)建設(shè),在內(nèi)地建立了雄厚的產(chǎn)業(yè)基礎(chǔ),內(nèi)地已成為華潤的主要資產(chǎn)、業(yè)務(wù)收入和盈利來源,深圳在其中扮演了重要角色。目前華潤在粵投資中,僅深圳市就占了投資總額的63%;華潤的25家直屬企業(yè)中,已有15家企業(yè)的內(nèi)地總部落戶于深圳。在上述背景下,在深圳適當(dāng)區(qū)域擇址建設(shè)新的集團(tuán)總部以及包括華潤萬家在內(nèi)的各利潤中心總部,成為當(dāng)務(wù)之急,以解決目前集團(tuán)各部門面臨的辦公場所嚴(yán)重短缺的問題,并能極大地發(fā)揮集中辦公的優(yōu)勢,提高效率,同時(shí)在新的時(shí)代背景下樹立集團(tuán)新的企業(yè)形象。
Over the past decade, under the strategic guidance of \"Based in Hong Kong, Focus on Mainland”, China Resources Group has fully participated in the economic construction of the mainland. With a strong industrial base in the Mainland, mainland has become the main assets, business income and earnings sources of the Group and thereinto Shenzhen plays an important role. Shenzhen alone has accounted for 63% of the Group’s investment in Guangdong Province. 15 companies of the 25 subordinate enterprises of China Resources in mainland are headquartered in Shenzhen. Therefore, appropriate location selection for the construction of the new headquarter of the Group and headquarters for its various profit centers in Shenzhen is a matter of priority for the serious shortage of office space for the Group. Thus, it can fully play the advantages of centralized office, improve working efficiency and establish a new corporate image for the Group.
華潤集團(tuán)總部深圳灣綜合發(fā)展項(xiàng)目(以下簡稱本項(xiàng)目)位于后海中心區(qū)核心位置,科苑大道東側(cè),海德三道南側(cè),用地面積53661.74㎡(其中建設(shè)用地面積:44001.29㎡,公共集中綠地面積2011.85㎡,市政道路面積7648.6㎡),計(jì)容建筑面積490000㎡,由華潤集團(tuán)總部大樓、華潤萬家總部大樓、高端商業(yè)中心、白金五星級酒店、高品質(zhì)商務(wù)公寓及高端住宅等組成。項(xiàng)目所在地深圳市南山后海中心區(qū)是深圳極為重要的濱海灣區(qū),是深圳建設(shè)濱海城市的標(biāo)志性區(qū)域,也是深港連接的地區(qū),更是代表未來最具活力的中心城區(qū)。本項(xiàng)目著眼于總部辦公、商業(yè)開發(fā)與深圳灣體育中心的完美融合,共同營造市民喜愛、充滿活力、富有內(nèi)涵和趣味的二十四小時(shí)工作及生活場所,成為具有國際影響力的濱海綜合開發(fā)項(xiàng)目。
China Resources Headquarter Shenzhen Bay Mixed Development Project (hereinafter referred to as the project for short) is located in the core position of Houhai CBD, east of Keyuan Boulevard and south of Haide 3 Road. Its land coverage is 53,661.74㎡(of which construction coverage is 44,001.29 ㎡, public centralized green area 2,011.85 ㎡, municipal roads 7,648.6 ㎡), GFA 490,000 ㎡that consists of China Resources Group’s headquarter building, the Vanguard headquarter building, a high-end commercial center, a platinum five-star hotel, high-quality business apartments, high-end residence and etc. Houhai CBD of Nanshan District is an extremely vital coastal bay of Shenzhen that’s not only an iconic coastal city area, a connected area of Shenzhen and Hong Kong, but also the most dynamic center in the future. The project focuses on the perfect fusion of the headquarters offices, commercial development and Shenzhen Bay Sports Center, so as to create a 24-hour working and living spaces with vitality, rich connotation and fun and finally make it a coastal complex with international influence.
本次競賽由華潤集團(tuán)旗下的華潤置地(深圳)發(fā)展有限公司、華潤萬家(深圳)發(fā)展有限公司、華潤深圳灣發(fā)展有限公司三家子公司聯(lián)合主辦,由華潤深圳灣發(fā)展有限公司承辦。
The competition is jointly co-hosted by 3 of the Group’s subsidiaries: China Resources Land Development (Shenzhen) Co., Ltd., China Resources Vanguard Development (Shenzhen) Co., Ltd., China Resources Shenzhen Bay Development Co., Ltd, and organized by China Resources Shenzhen Bay Development Co.
2.競賽內(nèi)容
Competition Contents
本項(xiàng)目用地被市政道路和內(nèi)部道路共劃分為5個(gè)子地塊,編號為P01-P05。其中P-04地塊為華潤集團(tuán)總部大樓用地,不納入本次設(shè)計(jì)競賽范圍,目前已確定其總平面方案,大樓單體體型為圓形平面,高度約500米。本次設(shè)計(jì)競賽涉及的地塊為P01、P02、P03及P05。競賽共分A、B兩個(gè)子項(xiàng),子項(xiàng)A為P05地塊,功能為白金五星級酒店及高級商務(wù)公寓;子項(xiàng)B為P01、P02及P03地塊,功能為華潤萬家總部大樓、高端商業(yè)、超高層住宅。地塊具體位置、各項(xiàng)技術(shù)經(jīng)濟(jì)指標(biāo)及各功能設(shè)計(jì)要求詳競賽任務(wù)書(資格預(yù)審階段)。
The project land is divided into five sub-plots by municipal roads and internal roads, numbered as P01-P05. Thereinto, P-04 is for the construction of China Resources Group’s headquarter building that’s not included in the design competition scope and its master plan is set, building shape as a circular plane, about 500 meter high. The competition design scope is P01, P02, P03 and P05. The contest will be divided into two subitems--A and B. Subitem A is for the design of P05, functioning as platinum five-star hotel and high-end business apartments. Subitem B is for the design of P01, P02, and P03, functioning as Vanguard’s headquarter building, high-end retails and high-rise residence. 3.競賽方式及規(guī)則
Competition Mode and Regulations
1) 競賽采用全球公開報(bào)名的方式,允許聯(lián)合體報(bào)名,報(bào)名的設(shè)計(jì)團(tuán)隊(duì)均須在國內(nèi)具有類似項(xiàng)目案例(包括在建及已建成)。本項(xiàng)目分為A、B兩個(gè)子項(xiàng),設(shè)計(jì)團(tuán)隊(duì)可以選擇其一或者兩個(gè)子項(xiàng)進(jìn)行報(bào)名?紤]到子項(xiàng)B功能復(fù)雜,規(guī)模較大,特規(guī)定子項(xiàng)B的參賽團(tuán)隊(duì)必須是兩個(gè)或以上設(shè)計(jì)公司的聯(lián)合體,需由兩個(gè)或以上公司的主創(chuàng)建筑師分別負(fù)責(zé)完成不同功能單體建筑的設(shè)計(jì)工作,報(bào)名表中需注明多位主創(chuàng)建筑師的職責(zé)分配、工作范圍,參賽團(tuán)隊(duì)需熟悉中國住宅日照規(guī)范要求。
The competition will be open to the world allowing the registration of joint group. All the applicants should have similar design experiences (including the one under construction and completed). The project will be devided into 2 subitems—A and B. Each applicant can applied for one or both. Since Part A’s function is complex and its scale is large, it requires a joint group with more than 2 design institutions and each of the principal architects should be responsible for the design work of each building with different function. It requires clarifying all the principal architects’ responsibility and designing scope on the sign-up form and all the design teams should be familiar with the sunshine specifications for China’s residence.
2) 資格預(yù)審評委會(huì)將在所有報(bào)名團(tuán)隊(duì)中進(jìn)行資格預(yù)審,每個(gè)子項(xiàng)各選出5家設(shè)計(jì)團(tuán)隊(duì)作為邀請的參賽團(tuán)隊(duì),同時(shí)選出3家備選的設(shè)計(jì)團(tuán)隊(duì),如邀請的參賽團(tuán)隊(duì)退出,則備選的設(shè)計(jì)團(tuán)隊(duì)依序替補(bǔ)。未被邀請的設(shè)計(jì)團(tuán)隊(duì)將不被允許參加本次競賽。
During the qualification review, the jury will select 5 design teams as invited competitors and 3 backup teams for each subitem. If any of the invited competitors quit, the backup teams will substitute it in their ranking order. Those uninvited applicants can’t participate in the competition.
3) 以聯(lián)合體形式參加競賽的,聯(lián)合體各方應(yīng)簽訂《聯(lián)合體協(xié)議》,連同其他報(bào)名文件一并提交承辦方。聯(lián)合體各方不得再單獨(dú)以自己名義,或者與另外的設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參加此次競賽。聯(lián)合體獲得設(shè)計(jì)合同的,聯(lián)合體各方應(yīng)簽訂《聯(lián)合設(shè)計(jì)聲明》,指定設(shè)計(jì)牽頭人,明確各方工作權(quán)責(zé)和內(nèi)容,以及各方分配的合同金額等,此聲明將成為合同附件。
For the joint groups, they shall sign the Joint Participation Agreement and submit it to the organizer together with the other sign-up documents. Design firm in any joint group can’t participate in the competition independently or be any other joint members. If any of the joint groups gain the design contract, each party shall sign the Joint Design Agreement in order to appoint the design leader, decide each party’s duty and responsibility, and each party’s contract fee. The declaration will be an attachment in the contract.
4) 兩個(gè)子項(xiàng)最終的方案評審將各評選出一名優(yōu)勝方案。承辦方與優(yōu)勝方案設(shè)計(jì)團(tuán)隊(duì)將進(jìn)行商務(wù)談判以確定后續(xù)設(shè)計(jì)工作的實(shí)施方式。
The final proposal review of the two subitems will select one winning proposal each. The organizer will negotiate with the winner for the follow-up design work.
5) 所有受邀參賽團(tuán)隊(duì)在提交符合設(shè)計(jì)要求的成果文件后,將獲得設(shè)計(jì)補(bǔ)償費(fèi)。
All the invited competitors will get the design compensation if their submittals meet the design requirements.
4.報(bào)名要求及報(bào)名文件
Sign-up Requirements and Documents
1) 具有類似項(xiàng)目經(jīng)驗(yàn)的境內(nèi)外設(shè)計(jì)機(jī)構(gòu)均可報(bào)名,恕不接受個(gè)人及個(gè)人組合的報(bào)名。
Any design firms home and abroad that have similar experience can apply for the competition. Any individuals or combination will not be accepted.
2) 報(bào)名文件應(yīng)包括:

? 報(bào)名的設(shè)計(jì)團(tuán)隊(duì)簡介、相關(guān)業(yè)績說明及證明資料Introduction of the organization, relevant achievements and evidence
? 公司營業(yè)執(zhí)照/資質(zhì)證明(或商業(yè)登記證明)復(fù)印件(加蓋公章或簽字)Copy of business certificate and qualification certificate (or business registration certificate) (with seal or signature)
? 聯(lián)合體協(xié)議(格式見附件)Joint Participation Agreement (for the format, see the attachment)
? 聯(lián)合體構(gòu)成說明:含各成員公司在本項(xiàng)目中的設(shè)計(jì)分工及所占權(quán)益比例,各成員公司的設(shè)計(jì)團(tuán)隊(duì)組成,承擔(dān)相關(guān)設(shè)計(jì)內(nèi)容的以往案例經(jīng)驗(yàn)Joint group description: design work and interest allocation for each member, design team organization for each member, similar working cases for the related design work
? 工作方案:如獲選擬參與本項(xiàng)目設(shè)計(jì)的團(tuán)隊(duì)人員名單、團(tuán)隊(duì)合作模式及設(shè)計(jì)周期等工作安排。Work program: if winning the competition, provide relevant working arrangement such as project team member list, teamwork mode and design phases.
3) 請報(bào)名的設(shè)計(jì)團(tuán)隊(duì)根據(jù)競賽文件要求提交以上報(bào)名文件(電子光碟1份,紙制文件1份),并于報(bào)名截止日期前提交至承辦方。
The applicants should submit all the sign-up documents to the organizer before the deadline according to the requirements of the Competition file (1 CD, 1 paper document).
4) 參與本次競賽活動(dòng)的設(shè)計(jì)人員應(yīng)為設(shè)計(jì)公司總部的在冊人員,主創(chuàng)設(shè)計(jì)師必須由設(shè)計(jì)公司主持過多項(xiàng)同類型設(shè)計(jì)項(xiàng)目的人員擔(dān)任,該設(shè)計(jì)師必須直接參與設(shè)計(jì)全過程。
All the designers of the competition should be the register personnel of the company headquarter. And the principal architects MUST have chaired several similar projects and he MUST participate in the whole design.
5) 獲邀請的設(shè)計(jì)團(tuán)隊(duì)在收到《參賽邀請函》后3日內(nèi);向承辦方提交正式的《參賽確認(rèn)函》,以確認(rèn)參賽。
The invited competitors should submit the official Participation Confirmation to the organizer within 3 days after receiving it, so as to confirm their participation in the next-stage competition.
5.設(shè)計(jì)補(bǔ)償費(fèi)
Design Compensation
1) 本次競賽中所有提交的競賽成果文件經(jīng)審查為有效者,均將獲得相同的設(shè)計(jì)補(bǔ)償費(fèi),其中:子項(xiàng)A設(shè)計(jì)補(bǔ)償費(fèi)為人民幣20萬元/團(tuán)隊(duì);子項(xiàng)B設(shè)計(jì)補(bǔ)償費(fèi)為人民幣45萬元/團(tuán)隊(duì)。
If all of the submittals are evaluated as valid, each competitor will get the same design compensation, thereinto, compensation fee for Subitem A design is RMB200, 000 each team, while it is RMB450, 000 for Subitem B design.
2) 設(shè)計(jì)補(bǔ)償費(fèi)在最終競賽評審結(jié)果公示結(jié)束后即開始辦理支付手續(xù)。承辦方將與獲得設(shè)計(jì)補(bǔ)償費(fèi)的設(shè)計(jì)團(tuán)隊(duì)簽訂協(xié)議,以支付相應(yīng)費(fèi)用。
Payment procedure of the compensation will be undertaken after the notice of the final review result. And the organizer will sign an agreement with the qualified participants in order to pay the related fee.
3) 設(shè)計(jì)補(bǔ)償費(fèi)的全部稅金由設(shè)計(jì)團(tuán)隊(duì)自行承擔(dān)。
The participants should be responsible for all the tax of the compensation fee.
4) 設(shè)計(jì)團(tuán)隊(duì)參加競賽的所有費(fèi)用均由其自行承擔(dān)。
The participants should bear all the cost for the competition.
6. 合同范圍
Scope of the Contract
承辦方將與本次競賽的獲選團(tuán)隊(duì)通過商務(wù)談判確定合同范圍及具體設(shè)計(jì)內(nèi)容,承辦方將另行指定施工圖設(shè)計(jì)單位與獲選團(tuán)隊(duì)合作。
The organizer will negotiate with the bid winner in order to decide the scope of the contract and its specific design work. And the organizer will appoint another design firm cooperating with the winner to finish the construction drawings.

承辦方將于2012年9月28日,在深圳灣體育中心木棉花酒店首層會(huì)議室舉行現(xiàn)場踏勘會(huì),要求參賽團(tuán)隊(duì)的主創(chuàng)人員到場;具體日程安排屆時(shí)另行通知。
On September 28, 2012, the meeting for site visit will be held in the conference room of the 1st floor of Hotel Kapok of Shenzhen Bay Sports Center and all the principal architects should be present. And the detailed schedule will be noticed later.
書面答疑:2012年10月8日—2012年10月9日,參賽團(tuán)隊(duì)以傳真、電子郵件等方式提出咨詢問題,承辦方將于2012年10月10日18:00之前通過電子郵件***
Written Q&A section: October 8---October 9, 2012. All questions concerning the project can be raised via fax or email. And the organizer will respond to all through email before 18:00 of October 10, 2012.
★ 競賽成果文件提交截止時(shí)間:競賽設(shè)計(jì)周期約45天,具體日程安排將在現(xiàn)場踏勘會(huì)公布。
Submittal deadline: The design duration for the competition is about 45 days. Complete agenda will be published at the meeting for site visit.
參賽的設(shè)計(jì)團(tuán)隊(duì)須在截止時(shí)間前提交最終競賽成果文件(提交地點(diǎn)另行通知),以實(shí)際收到日期為準(zhǔn)。逾期將被視為棄權(quán),并不得參與本次競賽活動(dòng)的后續(xù)評審活動(dòng)。
All the participants should submit their final design proposal before the deadline (the submittal place will be noticed later). And the actual receipt date should prevail. Overdue submission will be treated invalid.
★ 最終方案評審會(huì):初定于2012年11月中旬,深圳灣體育中心木棉花酒店宴會(huì)廳。
Final proposal review: tentatively on Mid-November, in the banquet hall of Hotel Kapok of Shenzhen Bay Sports Center.
